I would say generally speaking, a junior would not be interested in a freshman guy. Women tend to mature a little faster and it does seem to come to a head in college. A girl who is a junior will already be thinking ahead to what she is going to do with her life and career.
A freshman guy, (or girl, a freshman is a freshman) is more interested overall in immersing himself in the party atmosphere of college, and finding balance between study/partying/working.
Granted, it isn’t fair because many upper classman men target the freshman girls to date and the freshman girls are flattered by that. But in reality, it typically doesn’t work both ways. The junior girl’s friends will make fun of her for dating a freshman, but a junior guy’s friends will high-five him for scoring a freshman girl.
There are always exceptions, so don’t give up.
